The Centers for Medicare & Medicaid Services officially stood up an Office of Health Technology and Products (OHTP) this summer, giving it responsibility for the agency's AI, interoperability and digital-health strategy across Medicare, Medicaid, CHIP and the Marketplace - and putting a single product-shop label on the sprawling Health Tech Ecosystem push that's been running since 2025.
An eight-group product shop inside CMS
The new office was formalised in the Federal Register on June 11 with organisational changes taking effect at the end of June. Deputy administrator and chief product officer Amy Gleason - Trump-administration strategic advisor and the Health Tech Ecosystem lead - runs OHTP, which rolls up eight groups covering open-source programs, standards and interoperability, product development for beneficiaries, and a Digital Service tuned for short-cycle discovery projects. A Division of Data and Interoperability Platforms builds APIs and data-exchange plumbing while a companion Division of Policy writes the interoperability rulemaking that goes on top.
Feeding the Health Tech Ecosystem
OHTP inherits an active pipeline: this spring's showcase of dozens of Health Tech Ecosystem tools, May's expansion into electronic prior-authorization commitments and the ACCESS payment model that reimburses digital-health firms for managing Medicare beneficiaries' diabetes and hypertension care. CMS Administrator Mehmet Oz has publicly leaned on AI for care navigation and fraud detection, and the office is expected to keep pushing conversational assistants for seniors and digital check-in tools to replace paper intake.
Where it lands alongside other AI health moves
OHTP sits atop a fast-moving federal AI-health stack that already includes the FDA's roughly 1,250 authorized AI/ML medical devices, private diagnostic platforms scaling into commercial reimbursement and pilots like UCSF Health's Kleiner Perkins-backed accelerator. Watchers say CMS's product-shop framing signals a shift from grant-and-hope to running tech like a payer platform - with all the vendor selection, procurement and standards work that implies.
