The U.S. Department of Energy has selected the Tennessee Valley Authority and Holtec International as Tier-1 winners of its advanced light-water Small Modular Reactor (SMR) program, with each company set to receive up to $400 million in cost-shared federal funding to put the first U.S. Generation III+ reactors in the ground.

The Two Sites

TVA's award supports the deployment of a GE Vernova Hitachi BWRX-300 at its Clinch River site in East Tennessee, with options to scale to additional units alongside Indiana Michigan Power and Elementl. Holtec will deploy two SMR-300 units at the Palisades Nuclear Generating Station site in Covert, Michigan, where the company is restarting the recently retired reactor.

What Tier-1 Means

The DOE's Generation III+ SMR program funds first-mover deployments to compress timelines and prove out factory-built reactor economics. Tier-1 awards focus on near-term construction milestones; an accompanying $94 million Tier-2 award earlier this month spread smaller checks to eight "fast follower" SMR vendors to address licensing, supply chain, and site preparation gaps.

Why Now

Hyperscalers and industrial users are racing to lock in firm, carbon-free electricity to feed AI factories. Recent supply deals between Amazon and X-energy, Google and Kairos Power, and Meta and Constellation have proven that big-tech demand will subsidize first-of-a-kind reactor builds. The Tier-1 awards translate that demand signal into hardware, with the BWRX-300 and SMR-300 widely viewed as the most construction-ready Gen III+ designs in the U.S.

Timeline Pressure

TVA has signaled its Clinch River reactor could begin operations late this decade if licensing stays on track. Holtec aims to commission its first SMR-300 by 2030. Both projects will require fast-track Nuclear Regulatory Commission reviews and supply chain coordination across forgings, fuel, and skilled labor.

Industry Implications
