Oak Ridge National Laboratory and Cambridge, Massachusetts-based Rutherford Energy Ventures have launched Fusion Upscaled Leveraged Consortia for Rapid Acceleration (FULCRA), a public-private partnership that aims to build shared fusion test-bed infrastructure at ORNL and replicate the model across other DOE national labs.
Filling The Testing Gap
FULCRA is a direct response to the DOE Fusion Science and Technology Roadmap's goal of commercial fusion by the mid-2030s. REV — founded by MIT engineering professor Dennis G. Whyte and finance professor Andrew W. Lo — will pool its expertise in fusion commercialization and financial engineering with ORNL's decades of fusion science, materials and neutron capabilities. The consortium plans to build specialized test beds for plasma-facing components, tritium breeding blankets, and reactor-compatible sensors and control systems.

Two Phases In 18 Months
Phase one, over roughly nine months, will see REV audit ORNL's fusion capabilities, infrastructure and partnership framework while surveying private-sector demand and investor appetite. Phase two will produce a technical blueprint, financial model and operating plan for a pilot "Fulcrum" at ORNL — a shared-use, high-impact research facility that commercial partners can co-fund. Successful pilots will then be templated across other national labs.
Feeding The Fusion Pipeline
Arnold Lumsdaine, who leads the partnership in ORNL's Fusion Energy Division, said the lab is positioned to be "not just a research institution, but a partner and collaborator towards commercialization." REV managing director Guinevere Shaw framed the problem plainly: "The fusion field has the science. What it has lacked is the testing infrastructure to translate that science into validated, commercial-ready technology." FULCRA joins a wave of US fusion tie-ups including component supply deals and Commonwealth Fusion Systems' collaboration on the UKAEA lithium breeding program.
