Alibaba Cloud used the World Artificial Intelligence Conference in Shanghai on 18-20 July 2026 to reposition itself around a single thesis: the next cloud will not be built for humans, it will be built for agents. The Chinese hyperscaler used its WAIC keynote to unveil an Agent Native Cloud stack, two new orchestration products, a 2.4-trillion-parameter Qwen 3.8-Max-Preview model and open-source releases from its T-Head chip unit.
AgentLoop, AgentTeams and TokenWorks
The centerpiece is Agent Native Cloud, a managed environment for building, deploying and operating autonomous agents with governance baked in. Two new services extend the existing AgentRun runtime: AgentLoop, which handles real-time tracing, evaluation and optimisation of agent performance, and AgentTeams, which coordinates multi-agent workflows across departments. Alibaba also introduced TokenWorks inside its PAI-EAS platform, unifying request routing, inference execution, compute reuse and scheduling to lower cost and boost reliability for large-model calls.
Alibaba claims its own SRE teams already run 15 coordinated agents that handle 85 percent of developer support requests, cut operational support time 90 percent and compress software release cycles to a single day.
Qwen 3.8-Max Steps Up To Frontier Class
Alongside the infrastructure story, Alibaba shipped Qwen 3.8-Max-Preview through its Token Plan, Qoder and QoderWork platforms. The model packs 2.4 trillion parameters and, in Alibaba's early benchmarks, sits second only to Anthropic's Fable 5 across major reasoning suites. Open weights are promised "soon". Alibaba's earlier WAIC preview of Qwen 3.8-Max foreshadowed the launch.
Open Silicon And Agent Hardware
Alibaba's T-Head chip unit open-sourced its SAIL software stack for Zhenwu AI accelerators, which have shipped 560,000 units to more than 400 customers by April 2026 (see our earlier coverage). The company also introduced the team version of its no-code development tool Meoo and unveiled Qwen Clip, Qwen-powered clip-on earbuds co-engineered with Bose, plus "agent glasses" with third-party skill support and eye tracking.
The moves put Alibaba in direct competition with hyperscalers globally as they build agent-first control planes on top of frontier models, echoing themes from China's physical-AI capital wave earlier this year.
