Nuclear developer Blue Energy and GE Vernova Hitachi Nuclear Energy (GVH) signed an agreement on August 13, 2026 to launch the next phase of a 2.5 GW gas-plus-nuclear power plant in Victoria, Texas, moving the site into engineering design, licensing and safety analysis ahead of a final investment decision in 2027.
How the plant is put together
The Victoria project pairs two GE Vernova 7HA.02 gas turbines with as many as five GVH BWRX-300 small modular reactors. Blue Energy will initially deliver roughly 1 GW to a nearby, undisclosed data-center customer from the gas turbines in 2030, then add up to 1.5 GW of carbon-free nuclear capacity from the SMR fleet starting in 2032.

Blue Energy pitches an integrated prefabrication, transport and assembly model — its "Blue Way" — that leans on the modular BWRX-300 design to compress schedule and lock in cost predictability. "We are shifting from the old way of building large reactor nuclear power to instead do it the 'Blue Way' that slashes costs and time to power and finally makes nuclear a financeable, repeatable product," said Blue Energy CEO and co-founder Jake Jurewicz.
Where BWRX-300 sits today
The first BWRX-300 is under construction at Ontario Power Generation's Darlington site in Canada and, once online by the end of the decade, will become the first grid-scale SMR in the Western world. The design also anchors the SGE consortium's 14-reactor UK fleet plan and TVA's Clinch River pilot in Tennessee, where the NRC recently recommended construction-permit approval.
AI is now driving the reactor order book
Meeting AI-training and inference loads is now the dominant thesis for new baseload capacity in the U.S. Blue Energy is backed by VXI Capital, Engine Ventures, At One Ventures and Tamarack Global, and joins a cohort that includes Constellation-backed shipyard-built reactors and Kairos Power's Oak Ridge alliance in racing to bring modular fission to hyperscalers.
