Toronto-based Xanadu Quantum Technologies (NASDAQ/TSX: XNDU) has signed a definitive agreement with the Government of Canada for CAD $195 million in non-dilutive support through the Strategic Response Fund, the company disclosed on August 28, 2026. Administered by Innovation, Science and Economic Development Canada, the commitment represents the largest single investment in quantum manufacturing in Canadian history and formalises the federal portion of a broader potential envelope of up to CAD $390 million announced in March.

Bankrolling Project OPTIMISM

The funds anchor Project OPTIMISM, Xanadu's initiative to build the specialised manufacturing capabilities required for utility-scale, fault-tolerant photonic quantum computers. The company plans to establish a new advanced photonics research, development and manufacturing facility — internally codenamed "Inception" — to house heterogeneous integration of photonic chips, photonic integrated circuit packaging, wafer-level semiconductor testing, and quantum module assembly. Founder and CEO Christian Weedbrook called the agreement "a major milestone for Xanadu and for Canada's ambition to lead in quantum technology and advanced manufacturing."

A vertically integrated quantum supply chain

Utility-scale quantum computers cannot be built from off-the-shelf parts. Xanadu argues that light-based systems in particular require domestic infrastructure for advanced photonic packaging, cryogenic-free operation, and wafer test — capabilities that also underpin telecommunications, AI accelerators and photonic sensing. Federal minister Mélanie Joly framed the investment as a bid to strengthen Canadian economic sovereignty, while AI and Digital Innovation minister Evan Solomon said quantum will be "one of the foundational technologies of the 21st century."

The Ottawa commitment lands just weeks after Xanadu's Q2 2026 results and Albany PIC expansion, and against a backdrop of continued public-sector interest in quantum: the NSF just invested USD $290 million across eight Quantum Leap Challenge Institutes, and Infleqtion, IMS Shunkai and NASA have all struck new deals in the space.
