The UAE General Civil Aviation Authority (GCAA) and US-based Archer Aviation have agreed to move Archer's Midnight electric vertical take-off and landing aircraft into a Restricted Type Certificate (RTC) program, the airport-industry news outlet Airport Industry-News reported on May 8. Archer is the first eVTOL manufacturer to enter the GCAA's RTC track.

What an RTC track unlocks

The RTC framework is designed to support the launch of limited commercial air-taxi operations while regulators and manufacturers continue building out full type-certification standards for eVTOLs. The pathway aligns with international airworthiness frameworks and gives Archer a defined regulatory route to begin paid operations in the UAE before the global rulebook for eVTOLs is finalized.

Adam Goldstein, founder and CEO of Archer, said the UAE has been "one of the most forward-leaning markets in the world for advanced aviation" and characterized the RTC move as "a major step toward bringing electric air taxis to the UAE."

Years of joint inspections and test flights

The agreement follows several years of collaboration between Archer and the GCAA, including inspections at the company's US headquarters and flight-testing sites, plus in-country demonstration flights of Midnight at Al Bateen Executive Airport in Abu Dhabi. The Abu Dhabi Investment Office (ADIO) has supported the program as part of the wider Smart and Autonomous Vehicle Industries (SAVI) cluster.

Archer and the GCAA are now beginning work on Design Organization Approval (DOA) and Production Organization Approval (POA) processes. Those approvals are standard aviation regulatory steps used to assess a manufacturer's engineering, production and safety-management systems before commercial production aircraft can be cleared for service.

Abu Dhabi Aviation as launch operator

Archer plans to operate Midnight in Abu Dhabi through a partnership with Abu Dhabi Aviation, which will serve as the local operator. The piloted Midnight aircraft is designed for short urban hops, with Archer positioning the UAE among its earliest international launch markets as global authorities continue to firm up commercial eVTOL frameworks.

How it fits into the global eVTOL race

The RTC move comes alongside parallel certification progress in the United States, where Archer has been working through the FAA's four-phase type-certification process. The push toward commercial service in the UAE could give Archer one of the first international revenue opportunities for piloted electric air taxis, even if the operations remain limited in scope.

The wider eVTOL field continues to mature on multiple fronts. Earlier this month, AutoFlight flew a mixed eVTOL formation and began V5000 certification, while Eve completed its hover test block ahead of transition flights. Other governments are designing entire urban environments around these aircraft, as seen in Kazakhstan's Alatau City project.
