U.S. Senator John Cornyn (R-TX) introduced legislation on June 11, 2026 that would empower the Secretary of the Army to establish formal interoperability standards for technologies designed to detect, track and defeat small enemy drones. The bill targets the same supply-chain and procurement gaps the Pentagon has been racing to close as kinetic counter-UAS demand has exploded out of the Russia-Ukraine conflict.
Why the Army, and why now
"The Russia-Ukraine conflict exposed a vulnerability in America's military readiness and our supply chain, and that is technologies that can detect and neutralize enemy drones," Cornyn said in the announcement. The bill would task the Army with publishing standards for "networked, autonomous kinetic capabilities," then require the Secretary to report to Congress on existing hardware or software that already meets the guidelines. The intent is to improve continuity across Brigade Combat Team elements and give private-sector vendors a clear specification to design against.
The crowded C-UAS marketplace
The legislation arrives as the Department of War accelerates contracts and field experimentation. Recent announcements include M-Tron Industries' counter-drone radar production order, CACI's Skyvalor validation at Yuma, and Allen Control Systems' $200M Series B. Lockheed Martin recently demonstrated its GRIZZLY launcher against a Group 3 attack drone using a Joint Air-to-Ground Missile, and Joint Interagency Task Force 401 continues to coordinate homeland C-UAS doctrine.
Standards as a procurement lever
Without common Army-wide standards, vendors have had to deliver bespoke integration for each tactical unit's preferred radar, RF sensor or effector, slowing fielding and complicating sustainment. The bill text directs the Army to address detection, tracking and defeat-chain interoperability so that effectors from multiple primes can plug into common command-and-control. The intent mirrors how earlier defense interoperability mandates reshaped tactical-radio and ISR markets, forcing convergence around shared waveforms and data buses.
What happens next
The legislation is now in the Senate hopper as the Senate Armed Services Committee continues markup of the Fiscal Year 2027 National Defense Authorization Act. C-UAS provisions, including hardware procurement levels and authorities for federal departments to defeat drones over critical infrastructure, are expected to be a major battleground in the bill. The Senate is also debating an additional $250M for FY2027 under the FEMA C-UAS Grant Program for FIFA World Cup 2026 host states.
