IBM and OpenAI have formed a strategic partnership to deploy OpenAI's frontier models across enterprise workflows, application modernization, product development, and cybersecurity. Announced August 13 in Armonk, New York, the deal makes IBM part of OpenAI's Elite partner tier and creates a dedicated OpenAI Practice inside IBM Consulting with thousands of certified consultants.
GPT-5.6, Codex And ChatGPT Work Inside Consulting Advantage
The partnership embeds OpenAI models like GPT-5.6 and products including Codex and ChatGPT Work into IBM Consulting Advantage, IBM's delivery platform for consulting engagements. Joint go-to-market solutions target financial services, government, telecommunications, and retail, along with enterprise domains such as finance, procurement, customer operations, and HR. IBM will spin up “forward-deployed units” of specialised engineers to work directly with clients on complex, regulated deployments.
Cybersecurity: Autonomous Security Meets Daybreak
On the security side, the collaboration extends IBM's June 2026 participation in the OpenAI Daybreak Cyber Partner Program by combining OpenAI models with IBM Autonomous Security, IBM's multi-agent cyber service. The pair will focus on defending against AI-powered attacks and managing application-layer vulnerabilities, governance gaps, and operational risks. IBM Consulting SVP Andy Baldwin called the barrier to enterprise AI “not access to AI technologies—it's integrating AI securely and at scale.”
Systems Integrator As Distribution Channel
The alliance reflects the enterprise AI market's next phase: consulting firms as the primary distribution channel connecting frontier models to decades-old enterprise systems.
