OpenText and Cohere have announced a strategic partnership to combine OpenText's enterprise information management stack with Cohere's Cohere North platform, delivering sovereign agentic AI purpose-built for governments and highly regulated industries.
Cohere North Slots Into OpenText Aviator
Under the deal, Cohere's models and Cohere North orchestration will be embedded across OpenText Aviator agents that sit on Content, Business Network, IT Operations Management and Cybersecurity products. Customers will be able to deploy the joint offering on-premises, in private cloud, in public cloud or as sovereign cloud, so classified data never leaves the customer boundary. The integrated Aviator agents are expected in early 2027, and OpenText will also resell Cohere North through its SOLEX channel.
"Data is not the supporting act, it is what gives agentic AI the context it needs to perform," OpenText CEO Ayman Antoun said in the announcement.
Governments, Banks And Healthcare Are The Target Buyers
OpenText already serves 20 of the world's top federal governments plus major financial and healthcare systems, and it says buyers in those sectors are unwilling to send sensitive data to shared clouds. Combining that install base with Cohere North's on-prem and sovereign options is designed to unblock agentic pilots that have stalled on procurement and compliance reviews.

Sovereign Agent Wave Builds
The deal follows Cohere's ongoing government pushes and a wider industry pivot: OpenAI, Anthropic and DeepMind's proposed FINRA-style safety body and Salesforce's Dreamforce agent slate both point to agentic AI moving from lab to regulated production. Cohere's public-sector traction gives OpenText a fast lane into agentic Aviator deployments where trust and data residency dominate the buying decision.
