German utility RWE has signed a 433 MW virtual power purchase agreement (VPPA) with Oracle to supply wind power from its Panther Creek complex in West Texas, the two companies announced on September 18, 2026. The deal is one of the largest single-project wind offtakes signed with a hyperscaler this year and lands at a moment when AI data center growth is straining regional grids and reshaping utility procurement.
How the deal is structured
Under the VPPA, Oracle takes the financial rights to the renewable output and matching renewable energy certificates from the Panther Creek I, II and III wind farms in Sterling, Howard and Glasscock counties. RWE keeps the physical operations of the assets, which already deliver energy into the ERCOT grid. Oracle said the arrangement supports its 2035 goal of matching 100% of its AI data center electricity consumption with carbon-free power, and joins more than 1.7 GW of wind procurement Oracle has committed to across Texas.
Andrew Flanagan, RWE Clean Energy's chief commercial officer, framed the deal as a way of "supporting customers such as Oracle in securing long-term power supplies while strengthening grid reliability and supporting affordable energy in Texas." The Panther Creek complex is expected to generate more than $70 million in property tax revenues for local communities over the life of the contract.

AI data centers are rewriting the offtake market
Hyperscalers signed a record volume of renewable power purchase agreements in 2026 as AI training clusters pushed electricity demand higher. Oracle, which has been aggressive on infrastructure to keep pace with rivals AWS and Microsoft, has been layering long-dated wind and solar offtakes on top of its recent gas-fired build-out. The RWE deal follows earlier Oracle moves including Google's 1.6 GW solar PPA with Cypress Creek and Steel River and comes as infrastructure investors are raising dedicated funds for the physical AI stack.
Texas remains the hyperscaler magnet
West Texas has become the go-to destination for wind offtakes tied to AI workloads thanks to abundant land, high capacity factors and comparatively fast interconnection queues in ERCOT. RWE's Panther Creek fleet has been operating there since the early 2010s and now anchors a growing corporate procurement book. The German utility, which recently settled with the US Department of the Interior over its offshore leases, has said it will keep tilting new US development toward onshore wind, solar and battery storage that can quickly serve data center customers. Corporate offtakes like this one are also propping up battery storage additions such as NeoVolta's $53 million BESS reservation for an AI data center in Northern Ontario.
