Anthropic's most capable AI model is back online everywhere. Claude Fable 5 returned to all users worldwide on July 1 after the US Department of Commerce lifted the emergency export controls it imposed on June 12 — ending the most disruptive government-ordered restriction of an AI model to date, 19 days after it began.
How the 19-Day Suspension Ended
The controls were triggered when Amazon researchers discovered a jailbreak that bypassed Fable 5's safety classifiers and coaxed the model into identifying software vulnerabilities and, in one case, writing demonstration exploit code. Commerce Secretary Howard Lutnick partially restored access to the companion Mythos 5 model for critical infrastructure defenders on June 26, then lifted the controls entirely on June 30 after Commerce's Center for AI Standards and Innovation evaluated Anthropic's updated safeguards. Fable 5 is again available on Claude.ai, the API, Claude Code and Cowork, with access on AWS, Google Cloud and Microsoft Foundry being re-enabled on a rolling basis.
A New Classifier — and New Government Commitments
Anthropic retrained a safety classifier specifically against the discovered technique, which the company says now blocks it in more than 99% of attempts, at the cost of some false positives that reroute legitimate security-related coding queries to Opus 4.8. More consequential are the governance commitments attached to the restoration: expanded pre-release government access to future frontier models, rapid investigation and notification of significant jailbreaks, advance sharing of new safeguards and threat intelligence, and co-development of a jailbreak risk scoring framework with Amazon, Microsoft and Google.
Precedent for the Frontier
The episode bookends a turbulent month that began with Fable 5 and Mythos 5's general release and their abrupt suspension under a Commerce export-control directive. Anthropic has publicly urged that pre-release review rules be codified in regulation and applied equally across frontier developers — a framework now taking shape in Washington. The restoration also arrives days after Claude Sonnet 5's agentic launch reset the company's mainstream lineup.
