The Pentagon is in talks to lend roughly $5 billion to AI cloud-computing startup Fluidstack to shore up the U.S. data-center supply chain, the Wall Street Journal reported on September 10, 2026, citing people familiar with the discussions. If finalised, it would be the largest loan ever issued by the Department of Defense's Office of Strategic Capital and its most direct foray yet into financing private AI infrastructure buildout.

OSC targets components, not compute

The proceeds would fund domestic supply-chain and manufacturing capacity for data-center components — transformers, switchgear, cabling, and cooling — rather than a new AI campus outright. Fluidstack's loan application is being advised by Erebor Bank. The Office of Strategic Capital has previously extended debt to rare-earth players Vulcan Elements, Phoenix Tailings and Energy Fuels, and, in the drone sector, is behind the $820M PDW facility in Huntsville.

Why the Pentagon is playing banker

US President Donald Trump last month signed an executive order declaring a national emergency around foreign equipment on the U.S. electricity grid, tightening the case for domestic industrial supply. AI hyperscaler compute demand — highlighted this week by Oracle's $638B AI cloud RPO and Anthropic's $517B compute plan — has moved the U.S. government to underwrite bottleneck components the same way it once underwrote defense industrial capacity.

Fluidstack's stack

London-headquartered Fluidstack rents GPU clusters to AI labs and enterprises across US, European and Middle Eastern data centres. Its customer roster spans frontier model developers and hyperscaler tenants; the company has been ramping capacity behind a wave of announced hyperscale sites. The Pentagon term sheet would slot alongside Fluidstack's private financing rather than replace it, and neither Fluidstack nor the Department of Defense had commented at press time.
