South Korea's Defense Acquisition Program Administration has awarded Hanwha Aerospace the country's first mass-production contract for a multipurpose military robot, selecting its Arion-SMET unmanned ground vehicle for service with the Republic of Korea Army between 2027 and 2028 as part of the Army Tiger 4.0 modernization program.

Robots as a demographic answer, not a technological one

According to a GlobalData analysis published August 14, the driver of the contract is less about closing a technological gap than about closing a manpower gap. South Korea's standing military has shrunk from roughly 560,000 personnel in 2019 to about 450,000 in 2025, and the pool of young men assessed fit for active-duty conscription has fallen 29% over the past decade. The Korea Institute for Defense Analyses projects that pool will fall into the 100,000 range by 2038. "Restructuring units or extending service terms cannot absorb a decline on that scale," analyst Tushar Mangure said, "which leaves substituting machines for manpower at squad level."

What Arion-SMET actually is

Arion-SMET (Autonomous and Robotic systems for Intelligence Off-road Navigation, Small Multi-purpose Equipment Transport) is a roughly 2-ton, six-wheeled, fully electric UGV. It carries payloads up to 550 kg (1,213 lb) and travels up to 100 km (62 miles) on a single charge, reaching 43 km/h (27 mph) on paved roads and 22 km/h (14 mph) off-road. Capabilities include remote-controlled driving, autonomous off-road navigation and a soldier-following mode, and the platform can accept a remote weapons station able to detect and return fire automatically — though the current mass-production order centers on the unarmed logistics, reconnaissance and casualty-evacuation role.

US validation and export ambitions

Arion-SMET's path to a domestic contract ran directly through Washington. In late 2023 it became the first South Korean-developed UGV to complete the US Department of Defense's Foreign Comparative Testing program, evaluated jointly by the US Marine Corps and US Army at a Marine base in Hawaii — a body of American-validated performance data Hanwha is now using in conversations with buyers in Europe and the Gulf. Earlier in 2026 Hanwha teamed with Estonian firm Milrem Robotics, maker of the widely exported THeMIS platform, to jointly pursue Romania's UGV program.

A concentration of Korean UGV volume

GlobalData projects South Korea will spend approximately $140 million on UGV procurement through 2036, with the Arion-SMET program alone accounting for close to a quarter of that spend. "Hanwha now holds contracts across almost every major Korean UGV line, giving it the volume to bring unit costs down before export competition intensifies," Mangure said. It is a familiar pattern for observers of the region, following Palantir's recent Pentagon awards, the Pentagon's $820 million PDW loan and wider defense equity moves: allied governments consolidating orders around a small number of scalable prime contractors ahead of a bigger export fight.
