OpenAI and Oracle have agreed to make OpenAI's frontier models and Codex available through Oracle Cloud Infrastructure (OCI), with Oracle customers able to spend existing Oracle Cloud Universal Credits (UCM) on AI workloads.
Buying AI through cloud commitments
In a June 10 announcement, OpenAI said that in the coming weeks Oracle customers will be able to access ChatGPT-class models and Codex without creating a separate purchasing path. "This gives customers a path to access OpenAI models under their existing purchasing workflow and cloud commitment," the company wrote, framing the deal as a way to align AI adoption with cloud investments enterprises have already made.
What customers get
Teams running OCI environments will be able to build AI applications, automate workflows and ship customer-facing experiences using OpenAI models, while keeping governance under the controls and procurement processes their finance and security teams already trust. Availability begins in the coming weeks; customers are being pointed to Oracle sales for details and timing.
The Stargate context
The credit move sits on top of the multi-year, multi-hundred-billion-dollar capacity pact that OpenAI and Oracle disclosed last year, anchored by the Stargate data-center buildout. It also follows OpenAI's June 8 confidential S-1 filing with the SEC, signaling how aggressively OpenAI wants to lock in enterprise distribution as it prepares to go public.
A familiar pattern in enterprise AI
Bundling AI inside hyperscaler credit pools is becoming standard practice: Snowflake and Anthropic deepened a $200M pact last week, and KPMG just rolled Microsoft Copilot and Agent 365 to 276,000 employees. Oracle's massive installed base of regulated industries gives OpenAI a fast lane into the most procurement-bound enterprise buyers in the world.
