Wall Street sell-side models circulating in late August 2026 now point to a 2027 TSMC capital-spending range as high as $85 billion, with Goldman Sachs officially lifting its own forecast to $78 billion from $70 billion — a signal that leading-edge AI capacity will remain constrained well past 2026.

Why The 2027 Number Keeps Climbing

TSMC already raised its 2026 capex band to $60-$64 billion from $52-$56 billion, citing sustained demand for AI and high-performance computing. Every quarter the AI order book has surprised to the upside, forcing the foundry to accelerate 2-nanometer N2 and N2P builds ahead of the ramp for its A16 super-power-rail node, which enters volume in Q4 2026.

Where The Money Goes

The vast majority of the 2027 spend is expected to flow to TSMC's U.S. network, especially the Arizona campus, where Samsung's Taylor fab-2 certification shows the equipment supply chain is now well-mapped for U.S. leading-edge manufacturing. Taiwan gets the rest, with additional shells breaking ground in Hsinchu and Kaohsiung to house N2 and A16 tools.

Customer Demand Or Just AI Hype?

TSMC management has been unusually explicit that it wants to see chips installed and used, not sitting in warehouses, before it commits fresh capacity. That caution has not stopped the order book: Apple's M6 debut on N2, NVIDIA's data-center roadmap, and Google's TPU v8 program with MediaTek and Broadcom together lock in more than half of the foundry's 2027 leading-edge slots.

What Investors Should Watch

The $85 billion top-end estimate would push TSMC's capex-to-revenue ratio to nearly 45%, an unusually aggressive investment cadence for the mature foundry. It signals that AI is being treated as a structural, not cyclical, demand shock — and that the industry's near-term chokepoint remains fab construction, not GPU design. If 2027 capex materializes at that level, the AI-chip shortage narrative will remain the defining feature of the semiconductor cycle through 2028.
